Assam PMS 1.0 Portal 2026 – Provincialisation Guidelines for Schools & Colleges 2026

The Government of Assam has officially launched the Provincialisation Management System (Assam PMS 1.0) to ensure transparency and equality in the provincialisation process of venture educational institutions and their teaching and non-teaching staff.

The portal was inaugurated at Lok Sewa Bhawan by the Hon’ble Chief Minister of Assam, Himanta Biswa Sarma.

Developed under the School Education and Higher Education Departments, the PMS 1.0 portal allows eligible institutions to apply online under the Assam Education (Provincialisation of Services of Teachers and Re-organisation of Educational Institutions) Act, 2017 (as amended).

The Provincialisation Management System (PMS) is an online platform designed to facilitate:

Guidelines for Schools (LP / UP / HS / HSS)

General Requirements

  • Establishment year must be before 01-01-2006
  • School name must appear in DISE list (2009–10)
  • Correct DISE/UDISE code must be mentioned (if changed)
  • Valid class permission documents required
  • Land ownership / land possession certificate mandatory
  • Student enrollment data for last 3 years required
  • Staff details must be filled in prescribed format
  • Venture Degree Colleges must mention streams and departments clearly

Guidelines for Senior Secondary / Degree Colleges

Eligibility Criteria

  • Establishment before 01-01-2006
  • Proper Permission / Affiliation / Concurrence / NOC for streams
  • Valid land possession certificate
  • Minimum Enrollment:
    • 25 students in Class XII
    • 20 students in Sixth Schedule Areas
  • Minimum Pass Percentage:
    • 30% (last 3 years)
    • 20% for Sixth Schedule Areas
