Samagra Shiksha Assam Recruitment 2026 – PMU & Quality Expert Posts

Samagra Shiksha Assam has invited online applications for the engagement of professionals under the World Bank-supported project “Supporting School Education in Assam.” The recruitment is purely on a contractual basis for setting up a Project Management Unit (PMU) and other mission-mode positions.

The engagement is temporary in nature (initially for 11 months) and will not be regularized under the Government of Assam or Samagra Shiksha Axom in future.

Overview of Recruitment

1. Procurement Specialist (PMU)

Number of Post

• 01 Post

Monthly Remuneration

• ₹1,20,000/- to ₹1,50,000/- (Fixed)

Age Limit

• Minimum: 18 years
• Maximum: 45 years (as on 01-01-2026)

Essential Qualification

• Engineering / Commerce Graduate with MBA
  OR
• Master’s Degree / Post Graduate Diploma (minimum 2 years duration) from a recognized university/institution.

Experience Required

• Minimum 5 years of post-qualification experience in:
  • Project procurement & contract management
  • World Bank / Externally Aided Projects (EAP)
  • Preparation of Procurement Plans & Bid Documents
  • Evaluation reports as per Bank SBD
  • GEM and Assam Tenders portal
• Thorough knowledge of:
  • GFR
  • Assam Public Procurement Act 2017
  • Assam Public Procurement Rules 2020
  • CVC Guidelines
  • GEM portal

Key Responsibilities

• Preparation of PPSD, Procurement Plan & Manual
• Drafting bidding documents and managing full tender cycle
• Conducting pre-bid meetings
• Technical & financial evaluation
• Contract monitoring and payment tracking
• Liaison with World Bank officials and stakeholders
• Maintaining procurement records
• Supporting complaint & dispute resolution mechanisms
• Quarterly reporting to Project Director

2. Quality Expert (Quality & Pedagogy)

Pay Structure

• Pay Band: ₹30,000/- to ₹1,10,000/-
• Grade Pay: ₹13,300/-

Age Limit

• Minimum: 18 years

Educational Qualification

• Postgraduate Degree in:
  • Child Development / Early Childhood Care & Education
  • Psychology
  • Education
  • Social Sciences
  • Development Studies
• B.Ed. from recognized university
• Preference: Degree/Diploma in Pre-Primary Education

Experience Requirement

• Minimum 5 years of progressive experience in development/social sector projects
• Experience in mission-mode initiatives preferred
• Proficiency in MS Office

Selection Process
