About Assam State Climate Centre Recruitment
Applications are invited for fixed-term engagement of two consultants for the State Climate Centre for Cities (SC-3) under the Directorate of Town & Country Planning, Assam.
The centre will work on policy development, project implementation, research and capacity building for the State of Assam under the CITIIS 2.0 State Action Component.

1. Chief Climate Officer
Educational Qualification
Master’s Degree in Environmental Planning, Ecology or Environmental Engineering. Ph.D. is preferred, provided it is in a related subject.
Experience
Candidates should preferably have 12 years of experience, including at least 3 years of experience as Director, Team Manager or Team Leader/Project Manager.
Work Experience
Candidates must have experience in:
- Working in an advisory/consultancy/PMC/SPV or government or government agencies at the city, state, regional or national level.
- Working as Director, Team Manager, Team Leader or Project Manager for at least 3 years.
- Projects or programmes related to climate change/environmental planning/ecological conservation and similar issues integrated with urban management.
- Analytical and office software such as Google/Adobe/Microsoft ecosystem and R, Python, SPSS, STATA or ArcGIS.
Experience in donor-funded urban governance programmes, diversified experience in different cities, exceptional presentation and writing skills, understanding of KPIs/performance indicators/monitoring, and experience in policy reforms, governance and project planning/implementation will be desirable.
Remuneration
Maximum fixed remuneration of ₹1.75 lakh per month, subject to statutory deductions as applicable.
Broad Responsibilities
The Chief Climate Officer will be responsible for:
- Acting as the operational head of the CITIIS 2.0 programme in the State.
- Serving as the point of contact between the Ministry of Housing and Urban Affairs, Government of India, National Institute of Urban Affairs, New Delhi and the Department of Housing and Urban Affairs, Government of Assam.
- Leading preparation of climate-related policies and activities to demonstrate urban climate action.
- Leading collaborations with implementation agencies at city and state level for policies and projects on climate issues.
- Ensuring initiation and successful completion of key performance indicators under CITIIS 2.0 programme guidelines.
- Handling climate-related reporting to State Department/NIUA/MoHUA with due coordination with the reporting officer.
2. Project Planning Officer
Educational Qualification
Master’s Degree in Urban Planning/Urban Design.
Experience
Candidates should preferably have 10 years of relevant project experience, particularly outside the cities of North-Eastern states.
Work Experience
Candidates must have experience in:
- Project planning and DPR preparation at city level in urban projects such as urban parks/forest, water body restoration, storage and treatment projects, greening projects in streets and public realms, projects addressing heat islands and air quality, landscaping, etc.
- Project monitoring and evaluation, especially for government clients.
- Understanding of project funding and preparation of broad cost estimates for projects.
- Report preparation for programme funds and budgets.
- Use of design software for detailed drawings and presentations and/or GIS analysis for projects will be preferred.
Remuneration
Fixed remuneration of ₹1.55 lakh per month, subject to statutory deductions as applicable.
Broad Responsibilities
The Project Planning Officer will be responsible for:
- Facilitating data-driven planning and implementation of action projects emphasizing blue-green based urban development, sustainable urban transport and greening, avenue plantation, landscaping, energy efficiency, solid waste management, water security through water bodies rejuvenation and integration with city master plans.
- Providing technical support to develop the climate budget at the Department of Housing and Urban Affairs at the DoHUA level and at the city level for integrating the climate action plan and City Climate Action Plan.
- Undertaking other project-related works for the SC-3 mandate.
Terms of Engagement
The engagement will initially be for 11 months. It may be extended up to 2 years. Each extension will be for an 11-month period, subject to a break in service.
Presentation at Interview
Candidates will be required to give a PowerPoint presentation on their work and skills during the interview.
The presentation should contain no more than 10 slides, excluding the title, end and break slides.
