About the Recruitment
The Assam Health System Strengthening Project is funded by the Japan International Cooperation Agency (JICA) and aims to improve access and quality of public medical services in Assam, particularly in rural areas. The project focuses on strengthening secondary and tertiary healthcare institutions across the state.
To implement the project effectively, AHIDMS has constituted PMU and PIU units, and now invites qualified professionals on a purely temporary contractual basis.

Educational Qualification & Experience
1. Assistant Finance Specialist (AFS)
- B.Com from a recognized Board/University
- Minimum 6 months Certificate/Diploma in Computer Application from a Govt. recognized institute
- Minimum 5 years post-qualification experience in accounting/financial management of large-scale programmes or projects
- Experience in PFMS (Public Financial Management System)
- Knowledge of State Government financial procedures
- Proficiency in Assamese, English & Hindi
- Good command over MS Office, dashboards and computer applications
2. Accounts Assistant
- Graduate in Commerce from a recognized University/Institute
- Minimum 3 years post-qualification experience in budgeting, accounts, audit, and financial management
- Experience in Government / PSU / Externally Aided Projects preferred
- Working knowledge of Tally software
- Knowledge of Government Accounting, GST, Income Tax and taxation matters
- Strong integrity and confidentiality handling ability
- Computer literacy with MS-Office, Internet, Email
- Communication skills in English, Hindi and Local Language
3. Assistant Engineer (AE)
- Graduate in Civil Engineering from AICTE approved recognized Institute/University
- Minimum 6 years post-qualification experience in building construction and infrastructure project management
- Experience in Health Infrastructure Projects preferred
- Experience in Externally Aided Projects desirable
- Knowledge of MS-Office, AutoCAD
- Experience with Primavera / MS-Project will be an added advantage
- Strong communication skills in English, Hindi and Assamese
