About the Assam Integrated River Basin Management Project
The Government of Assam, with financing and technical support from the World Bank, is implementing the Assam Integrated River Basin Management Project (AIRBMP).
The project focuses on strengthening water resources planning and management and disaster risk management capacities in Assam. It aims to establish a systematic platform for flood and erosion management while building institutional capacity and implementing integrated solutions for climate-resilient growth and improved livelihoods.
ASDMA is responsible for coordination and implementation of disaster preparedness, response and recovery activities in Assam.
ASDMA Training & Field Executive Eligibility

ASDMA Training & Field Executive Job Responsibilities
The Training & Field Executive will support the Component Lead of Sub-Component 3.3 – Circle Disaster Management in planning, implementation, coordination, training, capacity building, field-level operations, monitoring and execution of activities associated with Circle Quick Response Teams (CQRTs).
Major responsibilities include:
- Supporting the planning and implementation of training and capacity-building activities for CQRTs.
- Facilitating logistical arrangements, venue readiness and participant mobilization.
- Organizing 30-day CQRT training and refresher programmes.
- Coordinating with training institutes and the Technical Training Agency.
- Supporting implementation of the annual training calendar.
- Working with the training agency for engagement of trainers and monitoring training quality.
- Monitoring trainer performance and deliverables.
- Collecting trainee and training satisfaction metrics.
- Managing and supervising day-to-day training activities at the training institute.
- Facilitating pre-training briefings, review meetings and post-training debriefs.
- Acting as a day-to-day point of contact between ASDMA, training institutes and the Technical Training Agency.
- Supporting field-level constitution of CQRTs.
- Conducting field visits to assess operational readiness.
- Identifying challenges faced by CQRT members.
- Coordinating with Circle and District administrations and other stakeholders.

About Circle Quick Response Teams
Under Phase 1 of AIRBMP, 50 Circle Quick Response Teams (CQRTs) have been constituted across 50 Revenue Circles in 19 districts.
Each CQRT comprises:
- 8 active members
- 8 standby members
This creates a decentralized cadre of trained first responders at the Circle level.
A total of 400 CQRT members are proposed to be trained under Phase 1 through structured capacity-building interventions.
Each CQRT batch will undergo a comprehensive 30-day residential training programme covering areas including:
- Disaster Management
- Disaster Preparedness
- Early Warning Communication
- Search & Rescue
- Fire Safety
- Medical First Response (MFR)
- Water, Sanitation and Hygiene (WASH)
- Gender Sensitivity
- Respectful Engagement
- Psycho-social Factors
- Camp Management
- Other related subjects
CQRT members will also be provided with Personal Emergency Response Kits (ERKs) and specialized response equipment.
The project also proposes 11 Material Banks at the Revenue Circle level for storing and deploying emergency response equipment under Phase 1 of AIRBMP.
ASDMA Training & Field Executive Contract Duration
The contract will initially be for:
12 months or co-terminus with the project timeline, whichever is earlier.
The contract may be reviewed and renewed based on:

ASDMA may terminate the contract in case of non-fulfilment of service requirements, inappropriate conduct or pre-term closure of the project.
Job Location and Travel Requirement
The selected consultant will be based full-time at the ASDMA office in Guwahati.

ASDMA Training & Field Executive Salary
The remuneration for the position is:
₹70,000/- to ₹1,00,000/- per month
